The article show that the quality of any object is fully evident only in the course of its intended use. However, this method of technical facility quality assessment in many cases, it is not possible to implement. Therefore, this article explains how to obtain apriori estimates of quality, i.e. the method of assessing the quality of an object obtained prior to its practical application
